Bulgaria signed a memorandum enabling it to join NATO’s Air Defence Capabilities Against Lower-Level Air Threats High Visibility Project. The multinational framework supports cooperative acquisition, development and fielding of capabilities against threats including drones and cruise missiles. NATO and Bulgarian reporting describe the October 30 signature as a step into the initiative, rather than the delivery of a specific air-defence system.
Assessment: Participation can support compatible requirements and coordinated procurement, but it does not by itself close a national coverage gap. Operational benefit will depend on the systems selected, integration with command and control, trained personnel and delivery schedules. Confidence: high on the signature and project scope; low on resulting force availability.
