The European Commission invited Member States to seek loans from a €21.3 billion second SAFE call. It encouraged joint procurement with Ukraine and prioritisation of air defence, drones, counter-drone systems and ammunition. The allocation is part of the existing €150 billion instrument.
Assessment: Loan availability can facilitate procurement, but capability depends on national plans, contracts, production capacity and deliveries. The second call should not be represented as €21.3 billion in equipment already supplied. Confidence: high on the announcement; moderate on eventual implementation.
