IAEA Director General Rafael Grossi called on 23 October for inspectors to return to Iran and for renewed diplomatic engagement. Addressing the UN General Assembly, he said the agency was technically ready to support verification of Iranian nuclear activities.
Assessment: Technical preparedness is distinct from agreed access and verified implementation. An effective arrangement will depend on inspection conditions, cooperation and continuity of safeguards information.
