New Zealand’s National Cyber Security Centre has identified the People’s Republic of China as the most persistent and capable state-linked cyber threat targeting the country.

The assessment associates Chinese-linked activity primarily with espionage and intelligence collection against government networks, telecommunications and critical infrastructure. The report also identifies state-linked cyber activity associated with Russia, Iran and North Korea.

The assessment provides an official intelligence view of the principal state-sponsored cyber actors operating against New Zealand and highlights the continuing importance of cyber-enabled intelligence collection in the Indo-Pacific.
