North Korea said it tested two types of strategic cruise missile launched from a submarine. South Korea’s Joint Chiefs of Staff detected the launches and assessed that one used a vertical launch system and the other a torpedo tube. The tests do not by themselves demonstrate a fully operational sea-based deterrent.

ASSESSMENT: The launches indicate continued work on a naval strike capability. Operational readiness, deployment conditions and the reliability of the submarine launch platform remain unestablished.
