UNAMA reported 443 arbitrary detentions and 97 cases of ill-treatment attributed to Taliban morality police during the third quarter of 2026. It also documented four killings and 14 arbitrary detentions of former security personnel, despite the announced amnesty. Taliban authorities rejected the report’s allegations.

ASSESSMENT: The reported cases indicate continuing exposure to coercive enforcement and retaliation risks. The findings are contested by the de facto authorities.
