Special Analysis 1/4
From Wagner to Africa Corps: The Evolution of Russia’s Military Footprint in Libya
This report reconstructs the emergence and operational employment of Russian private military personnel in Libya from the initial Wagner deployment in 2018 through the collapse of Khalifa Haftar’s offensive against Tripoli in 2020. It examines the transition from technical assistance to combat support, including specialist ground functions, air and air-defence support, logistics, electronic warfare and basing. The intervention failed to secure Tripoli but established access and infrastructure for a more persistent Russian military presence.
