The 23 September Attack and the Changing Economics of Ukrainian Air Defence

Russia’s use of 82 jet-powered Shahed-type UAVs within a reported 161-system attack indicates that faster unmanned strike platforms are becoming a substantial component of the Russian air campaign. The package combined several target classes and six launch directions, increasing pressure on detection, classification and command and control.

Ukraine reported 122 targets neutralised, but did not publish a class-specific interception rate. The available figures therefore do not establish how many jet-powered systems were intercepted or penetrated. Faster UAVs can reduce the effectiveness of mobile fire groups and lower-cost interceptor drones, shifting more engagements toward fighters and surface-to-air missiles.
