South Korea’s National Intelligence Service told lawmakers that Seoul made no commitment to provide military aid to Ukraine in exchange for accepting two North Korean soldiers captured in Russia’s Kursk region. Their transfer provides South Korean intelligence with direct access to personnel who served alongside Russian forces and may yield information on North Korean deployment, training and operational integration.
